Modric and Bent both could have added to the lead before halftime, but Spurs continued to control the match after the break and it wasn't until Shearer inserted Obafemi Martins into the match that Newcastle looked dangerous.
The Nigerian had the ball in the net not long after his arrival, but the referee waived it off for handball.
Martins then went down inside the area after a challenge from Jonathan Woodgate, but his appeal for a penalty was turned down, while the final chance of the match saw the striker fire a shot over the net in the dying minutes.
Manchester City picked up a win over West Bromwich in Sunday's other match as the Citizens moved into 10th place with a 4-2 win.
Goals from Robinho and Nedum Onuoha inside of 21 minutes gave City the early edge, but the Baggies got two goals from Chris Brunt to level the match before Blumer Elano converted from the penalty spot and Daniel Sturridge scored in stoppage time to seal the win.
